Lake Oswego, OR - Tiffany Edens and Danielle Tudor, victims of convicted serial rapist Richard Gillmore - the “Jogger Rapist” - today condemned Rep. Janelle Bynum’s apparent failure to report allegations of sexual abuse against a minor.
Multiple reports indicate that Bynum was alerted to allegations that a member of her 2022 campaign staff sexually abused a minor. As mandatory reporters,legislators are required to report allegations of abuse against minors to either law enforcement or the Department of Human Services. It appears Bynum made no such report and, instead, requested the whistle blower cease informing her of the behavior of her staff.
“Legislators must report alleged sexual abuse of minors. The law is clear. Unfortunately,Representative Bynum is again prioritizing the accused while ignoring the rights of victims. This time, in direct violation of Oregon law,” said Tudor.
In 2019, Rep. Bynum was the only vote against H.B. 3293, which extended the period of time sexual assault survivors have to file a law suit against their rapist. In opposing the bill, Bynum told fellow lawmakers, “It’snot popular to protect the accused but it is our job.” The bill passed, and Bynum changed her vote only after the bill was amended to substantially shorten the window for victims to seek justice.
